NOTICE OF RACE

 

RULES

1             The regatta will be governed by the ‘rules’ as defined in the Racing Rules of Sailing (RRS), the prescriptions of US SAILING, the rules of PHRF, and the rules of participating classes (except as any of the foregoing are altered by the Sailing Instructions), by the Sailing Instructions and the Notice of Race.

 

ELIGIBILITY & CONDITIONS OF ENTRY

Ratings

2.1         All boats must have a valid First Coast Sailing Association PHRF rating. A PHRF handicap may be obtained from NJYC Handicapper, Cecilia Pairo.

 

Sail Numbers

2.2       Boats shall have their sail numbers on the mainsail, spinnakers, and each headsail having a LP measurement exceeding 130% of the base of the foretriangle.

 

Entry

2.4       All boats that have submitted an entry form and fee to Navy Jacksonville Yacht Club race committee in advance or during the registration period are considered entered in the race. (Click here for entry form)

 

ADVANCED REGISTRATION

2.5       Participants are encouraged to register in advance by completing the registration form and sending it with the appropriate fee to:  NJYC PRO George Alston, P. O. Box 29    NAS Jacksonville, FL 32212

 

ENTRY FEE

2.6       The entry fee is $25. Make checks payable to Navy Jacksonville Yacht Club.

 

CLASSES

4.1       PHRF Fleet: The fleet will be divided into PHRF Spinnaker, PHRF Non-Spinnaker, and Cruiser classes.  These classes may be further divided if entries permit.

4.2       ONE-DESIGNS: No one-design fleet.

             

SCHEDULE OF EVENTS

5.1       Mulberry Cove Marina has heavy damage from the hurricanes and no docks are available. RC boat will be anchored off Mulberry Cove at the starting line. Competitors must arrive with their crew. No base access will be provided. Register by advance registration, at the RC boat or hailing RC powerboat with fee and entry form VHF radio channel 72.

SCORING

8.1       The Low Point Scoring System will apply. 

8.2       Times will be calculated using time allowances calculated by applying PHRF handicaps as shown on the entry list and the distance assigned to the race to the elapsed time.

 

RACE PRIZES

9          First, second and third place prizes will be awarded in all classes at the raft up.

 

DOCKING & BASE ACCESS

10        No docks available and no base access.

*Awards and Social: After completing the race, raft up away from start line out of the channel. Every third boat drop anchor. When all competitors have finished RC will tabulate the results and join the raft up with results and trophies. This hurricane season has been hard on all especially Mulberry Cove. With the need for a raft up NJYC can’t provide a social at our club house. We lowered the entry fee and ask all competitors to bring their own party favors. We will have printed results and trophies at the raft up. Results will be e-mailed to all that provide an e-mail address and post results on FCSA web site www.sailjax.com

SAILING INSTRUCTIONS

 

1          RULES

The regatta will be governed by the ‘rules’ as defined in the Racing Rules of Sailing, the prescriptions of US Sailing, the participating classes (except as any of the foregoing are altered by the Sailing Instructions) by the Sailing Instructions and the Notice of Race.

 

2          ELIGIBILITY

            All boats must have a valid First Coast Sailing Association PHRF rating.

 

3          NOTICE TO COMPETITORS

            Notices to competitors will be made at the Skippers Meeting.

 

4          CHANGES TO SAILING INSTRUCTIONS

            Any changes to the sailing instructions will be made at the Skippers Meeting.

 

5          SIGNALS MADE ASHORE

            None.

 

6          SCHEDULE OF RACES

6.1       One race, three classes are scheduled.

6.2       Skippers Meeting 1200, VHF channel 72.

6.3       The warning signal for the first class is 1225.  The warning signal for the other classes will be made as soon as practicable.

 

7          CLASS FLAGS

Will be described at the Skippers Meeting.

 

8          RACING AREA

The racing area will be in the St. Johns River between the Buckman Bridge to the south and Fuller Warren Bridge to the north as depicted on NOAA Chart 11492.

 

 9          THE COURSE

Course will be announced at the Skippers Meeting and will be depicted on the white board displayed from the RC boat. 

 

10        MARKS

            Start/Finish line, Race Mark E, W and Gov Marks 1, 3, 5, 7, 9 may be used.

 

11        START/FINISH LINE

11.1     The start/finish line will be between an orange flag on the race committee boat at the starboard end and the orange ball at the port-end.

11.2     The starting/finish line is closed. 

 

12        THE START

12.1     There will be three short blasts approximately one minute before each class start sequence. Races will be started by the warning signal (class flag) raised five minutes before the start of the class.  The start for remaining classes will be made as soon as practicable beginning with three short blasts.

12.2     Starting order will be described at the Skippers Meeting.

12.3     Boats whose warning signal has not been made shall avoid the starting area.

 

13        PROTESTS

13.1     Protests shall be written and delivered to the RC boat after all competitors have finish to 15 minutes after all competitors have finished.

13.2     Protest flag must be displayed as soon as possible.

13.3     Protests notices will be hailed on VHF channel 72 within 30 minutes following the protest time limit.

13.4     All skippers and their crew must keep a sharp look out to avoid collisions with any object.

 

14        SCORING

            PHRF time allowances applied to the distance assigned to the race will be used to score the race.  

 

15        AWARDS CEREMONY

At the raft up after the race.

NMCB 14 Seabees Receive Purple Heart

JACKSONVILLE, Fla. (NNS) -- Sixteen service members from Naval Mobile Construction Battalion (NMCB) 14 received the Purple Heart Medal from Vice Adm. John G. Cotton, commander, Naval Reserve Force, in a ceremony before 375 people Aboard Naval Air Station (NAS) Jacksonville July 11.

The 16 Seabees, along with four more Seabees from NMCB 14, were seriously wounded in attacks April 30 and May 2, while mobilized to Iraq in support of Operation Iraqi Freedom. The other four remain hospitalized and have already received their Purple Heart Medals. Seven NMCB 14 Sailors were killed during the same two attacks.

The Jacksonville-based battalion was serving in a humanitarian capacity in Iraq by helping to rebuild and improve infrastructure and schools, restore water and electrical power, and repair sewage systems.

“Thank goodness we have people like these great Americans who put their lives on hold to go and fight,” said Cotton. “The men and women of NMCB 14, and especially those who are sitting here wounded today, I salute you for the service you have given to our great country.”

One of the Seabees, Construction Mechanic 3rd Class Odis Reyes, of Jacksonville, received shrapnel injuries in his left leg and lower extremities during the attack. His daughter, Jasmine, 10, pinned a Purple Heart medal on his desert camouflage uniform.

"I'm very proud of my father," said Jasmine, "and I love him very much."

"I was over there for my daughter [and] for all the other children," Reyes said.

He also praised the quick reactions of the many Seabees, corpsmen and other individuals who went to help the injured right after the attack.

"The corpsmen reacted professionally and quickly, saving many lives."

Some NMCB 14 Seabees are trying to go back to Iraq to join their shipmates and finish the fight.
